落实"十七大"精神,推进基本公共服务均等化,建设共享和谐社会,已成为当前中国政府的一项重大任务。推进基本公共服务均等化的途径多种多样,但基于中央政府财力有限以及地区间经济发展和财力悬殊的状况,构建地区间横向援助机制是符合中国现实情况的选择,对于推进基本公共服务均等化将发挥重要作用。
