摘要
以创新政策为例,在政策量化方面进行了研究。通过量化政策,测量了政策之间的协同问题,并最终利用扩展的柯布-道格拉斯生产函数研究了政策协同与技术绩效之间的关系。给出了具体的政策量化标准操作手册,并利用计量模型得出了一些新的结论:第一,政策力度能够促进技术绩效的增长,而政策部门之间的协同对技术绩效的影响具有显著差异;第二,引进外资与创新协同能够在很大程度上促进专利授予数量的提高,对重大发明创造没有显著影响,却在一定程度上削弱了新产品产出比率;第三,人事措施与行政措施的协同对重大发明创造与新产品产出比率具有显著的正面影响,而对专利授予具有显著的负面影响。
Taking innovation policy as an example, this paper explores how to measure policy. On the basis of the qualified policy, we have measured the coordination of policy, and used the classical C-D function to find the relationship between the coordination of policy and technological performance.
