Analysis of Affecting Factors on Highway Overloads Based on AHP

从法制、税费、货运市场以及供应链的角度对高速公路超载的影响因素进行深入分析,将超载的成因层次化,采用"定性—定量—定性"的研究思路,利用AHP法对各层次的影响因素进行权重评价。通过计算分析,得到法制,税费和物流因素所占比重极大,根据权重计算结果以及我国的实际情况,从行政、经济以及技术方面提出一些具有建设性的意见。

Thorough analysis was carried out in the affecting factors on highway overloads caused by regulation, taxation, goods market and supply chain in multifields. Then the hierarchy of overloads was explored into their origination. ＂qualitative-quantitative-qualitative＂ research and evaluation were made on each affecting factor of overloads by means of AHP. Regulation, taxation and logistics played much important roles in highway overloads. Based on the outcome of calculation and domestic circumstances, constructive views were proposed with intent to benefit administration, economy and technology.
