摘要
宪法适用是一个由全面否定到部分肯定的过程。考察司法和司法权,就会得出结论:宪法适用不但是可以的,而且是应当的。
The applicability of the constitution is a process from entire denial to affirmation partly. An investigation on both judicature and jurisdiction shows that the applicability of the constitution is not only available but also right.
