在法律法规健全、市场完善而均衡的条件下,交换关系能够实现和谐。但是,在某些情况下,法律法规的实施可能比道德约束的费用更高;而且市场的完善也需要有所有权排他性的制度安排。所以,交换和谐的制度安排,除了法律法规之外,还有产权规则和道德规则。

On condition that there is a sound law system and balanced market, the exchange relationship can realize harmony. But in certain circumstances, the costs of implementing laws are probably much higher than that of moral restrictions and the improvement of market needs regime arrangement regarding property exclusiveness. Therefore, the regime arrangement of harmonious exchange must abide by the property rights and moral rule apart from laws and regulations.
