基于社区的黄土高原生态经济发展决策研究——以甘肃省定西市安定区泉湾村为例

Study on the community based policy-making mechanism for the development of ecological economy on Loess Plateau——A case study in Anding of Gansu Province

采用AHP决策分析方法,通过建模、计算,对甘肃省定西市安定区泉湾村生态经济发展战略问题作了量化分析,扩展了层次分析的应用范围,对生态经济发展项目多方案择优提供了一种可供参考的方法。决策结果表明:黄土高原地区生态经济发展的顺序应该首先进行社区畜牧业的发展,其次,以退牧还草为主的生态恢复工程主导下,逐步实现生态与经济协调发展。

Harmonious development of ecology and economy is the precondition of sustainable development in regional economy. On the basis of AHP method, a quantitative analysis for development strategy of ecological economy in Anding was conducted by modeling and calculation. Meanwhile, the application scope of AHP and an alternative evaluation method for the plan of ecological economic development were discussed and provided. The results showed that the development of animal husbandry was the priority and it was followed by the ecological restoration project lead by the project of returning crop land to forage lancl for realizing the harmonious development of ecology and economy on Loess Plateau.
