Emancipate the Mind and Scientifically Select and Appoint Talents:On Hu Jintao's Talent View

人才问题,自古以来关系到社会盛衰、国家强弱、民族兴亡。以胡锦涛为总书记的党中央提出的科学发展观蕴含着丰富的人才强国理念,而解放思想、科学选人用人的人才观则是其重要的组成部分。胡锦涛的人才观十分丰富,涉及人才成长的环境、选人用人的目标、原则、观念、标准和方法等方面,其精髓可以概括为"一条主线"、"二个原则"、"三种观念"、"四项标准"、"五不方法"。它们相辅相成,共同构成新时期我党人才观的有机整体,为我们继续解放思想,选人用人提供了科学依据。

Since the ancient time, talent issue has much strength and survival of the nation. The philosophy of bearing on the ups and downs of society, on reinvigorating China through talents is embodied in The Scientific Outlook on Development, advanced by the Central Party Committee headed by General Secretary Hu Jintao, while the talent view which focuses on emancipating the mind and scientifically selecting and appointing talents occupies an essential part. Hu Jintao＇ s talent view has an enriched content which covers the environment of talents growth, the targets, principles, modes, standards and methods of talents selection and appointment. The essence of the talent view can be summarized into ＂four standards＂ and ＂five No＇ s methods ＂, and all aspects together ＂one main line＂, ＂two principles＂, ＂three modes＂, of which are complementary to each other. These five sever to formulate an organic part of our Party＇ s talent view in the new era and provide us a scientific foundation to further emancipate the mind and select and appoint talents.
