农地流转中农民权益保障问题探析

Study on the Peasants’ Rights and Interests Guarantee in the Agricultural Land Transferring

十七届三中全会掀起了新一轮土地制度改革,农地流转问题首当其冲,引起了广泛关注。本文简要回顾了建国以来我国农地流转制度的发展历史,分析了农地流转过程中存在的问题,对新一轮土地改革中,如何保障农民权益方面进行了有益的探索。

The Third Plenary Session of the 17th Central Committee of the Communist Party of China has brought out a new round of land reform, and rural land transfer has caused the extensive concern. After a brief review of the historical development of agricultural land transfer in China since 1949 in the paper, the problems of agricuhural land transfer are analyzed, and some useful explorations are made about how to protect the rights of peasant in the new round of land reform.
