This article discusses the way choice question after the substitution industry be established in resource-driven city. The author believes that the formation of industrial chain network is a successful symbol of industry transformation of resource-driven cities. The intrinsic dynamics of the industrial chain network growth is the benefit interaction and the choice of the main agents based on the market contract of the industry transformation.
