中国城镇养老保险制度运行的合意性分析——以辽宁试点为例

Study on the Acceptability of Social Security System——Based on Liaoning Experiment

中国城镇养老保险制度以辽宁试点为标志,实行社会统筹与个人账户相结合的部分积累制,现已在11个省市推广并将逐步扩展到全国。通过对制度充足性、可负担性、可持续性等指标的考察,城镇养老保险制度的运行总体上是合意的,但也存在一些问题。应该采取有效措施提高制度运行的合意性,以建立养老保障的长效机制。

As the mark of Liaoning experiment,the social security system has adopted partially funded system of social poolings combined with individual account in China. It has extended this model in 11 provinces and cities,and is ready to do throughout all the country now. Through the analysis of adequacy, burden, persistence and stability, Chinese social security system is basically acceptable, but it has some problems. Accordingly, we should take some effective measures to improve its acceptability for establishing long - run effective mechanism of pension security.
