摘要
改革开放30年,我国渔业取得了历史性转变、历史性突破和历史性速度,已经发展到一个新的历史阶段。但现在产业发展出现的问题更复杂,面临的环境更严峻。从渔业政策法规建设角度看,我们需要考虑的问题有:水产品的安全有效供给、渔业基本经营制度的稳定和完善、水生生物资源养护和水域生态环境保护、渔业的法制化建设和渔业政策法规研究人才队伍的壮大等。
Since economic reform and opening up, the fishery industry in China has made a historic change and it has rapidly developed. However, when the fishery industry has developed to a new stage, there will be many complex problems facing in its development. In the view of fishery policies and regulations, we should specially take look into the aspects of safe and effective supply of aquatic products, stability and improvement of the fishery management system, aquatic resources conservation and water eco-environmental protection, construction of fishery legal system and its research team.
