我国海洋渔业内部转型的问题与对策研究

Studies on transitional issues in marine fishery in China

近十年来,随着中国捕捞能力的不断膨胀,近海渔业资源迅速减少,特别是《中日渔业协定》、《中韩渔业协定》和《中越北部湾渔业协定》的签署和相继生效,中国沿海渔场大幅度收缩。因此,海洋渔业转型已迫在眉睫,海洋渔业发展正面临由追求产量向提高质量效益、由规模扩张向提高产业素质、由资源消耗向资源节约和环境友好的转型。本文重点研究了海洋渔业转型中的内部转型,针对内部转型中出现的问题进行了探讨,并提出了实现海洋渔业内部转型的相应对策。

With constant increasing of fishing capacity in recent decades, inshore fishery resources have being reduced sharply in China. Especially under the ＂Sino-Japan fishery agreement＂, ＂Sino-Republic of Korean fishery agreement＂ and ＂Sino-Vietnam fishery agreement＂, coastal fishing grounds in China have been decreased largely. Therefore, the development of marine fishery in China should be transferred from pursuing output to increasing quality; from increasing production to improving industry diathesis; from consuming resources to saving resources and friendly environment. The author has focused on the research on marine fishery transfer in China, and analyzed its problems, proposed its countermeasures.
