摘要 峰谷分时电价是需求侧管理(DSM)的有效措施之一,公平合理的电价能够提供正确的经济信号,调节经济运行,实现电力工业的可持续发展和全网资源的优化配置。针对现有研究没有考虑实时电价与系统运行风险水平之间的联系,以运行风险为控制变量,用模糊聚类方法进行峰谷时段划分,同时考虑用户利益和电网公司利益建立了峰谷分时电价数学模型,通过对IEEE-RTS可靠性测试系统的计算分析验证了所提算法的有效性。 Peak-valley time-of-use price is one of the most efficient measures in demand side management (DSM). The fair and reasonable price can provide a correct economic signal, and adjust economic operation. The purpose is to realize the sustainable development for power industry and the optimal allocation for power grid. According to the relation between spot price and operational risk is not considered in existing research, operational risk was used as the control variable, and peak- valley time period is divided by fuzzy clustering. In addition, customer benefit and grid company profit were considered simultaneously, the paper built a mathematical model of peak-valley time-of-use price. The calculation and analysis from IEEE-RTS79 reliability test systems show that the proposed algorithm is effective.
