我国输变电系统发展过程中的主要问题及环境管理建议 被引量:24

摘要 我国220kV电压等级以上输电线路长度已达32.7万km,运行的电压等级交流最高为750kV,直流为±500kV。随着输变电建设项目的增多,相应的信访事件日益增多。在分析输变电建设项目相关问题的基础上,提出统筹电源与电网协调发展、开展电网规划环评、分类分区解决信访事件、依法实施后评价制度、加强电磁环境的研究与宣传工作、进一步加强并提高输变电工程的准入条件等建议。 The power transmission lines of 220 kV and above in China has been 327 000 km long with the maximum operation voltages of 750 kV (AC) and ±500 kV (DC) . With the increasing of power transmission and distribution projects, the corresponding petition events have been more and more. Based on the analysis of main problems related to the construction of power transmission and distribution projects, several suggestions were proposed, including the overall planning and coordinating of power source and grid construction, performing the environment assessment for power grid planning, dealing with petition letter events according to the categories and regions, implementing the post-evaluation system legally, strengthening the research and propaganda on electromagnetic environment, upgrading the access conditions of power transmission and distribution projects, etc.
