Witness the Tthirty-year Forest Reform in Chongyi

回顾江西崇义林业改革30年所经历的艰辛曲折，深感改革来之不易。总结了从崇义县情、林情、民情出发，开展建立“三分一统”的林业生产责任制、建立林业基金、搞活流通渠道、毛竹林租赁经营等一系列改革举措，直至目前林权制度改革所取得的成效与经验。30年的改革，崇义林业得到前所未有的发展，县城经济以超常幅度增长，林区人民分享了改革成果。

This paper summarizes the difficulties and progress of forest reform in Chongyi in the past 30 years. Taking Chongyi County＇s forestry and overall conditions into consideration, a series of reforms actions are taken such as establishing a forestry production responsibility system, setting up forestry fund, facilitating the distribution, and leasing phyllostachys pubescens forest. This paper further sums up the success and experience of present forest property right reform. Chongyi County＇s forest gains a unprecedented development from the 30 year reform and the local economy grows with a great speed. Most important is that people in forest area benefit from the reform.
