摘要 利用多阶段优化选址规划模型对天津市进行应急资源基站的选址规划研究。首先,利用集合覆盖模型(LSCP)确定满足需求的最小应急物流基站数,然后利用最大覆盖模型(MCLP),在备选位置中,根据不同的应急时间标准确定满足需求的合适位置作为应急物流基站的选址。通过计算。分别得到在30 min、45 min和60 min的不同应急时间标准下覆盖天津市全境所需的应急资源基站数以及合理的选址规划方案。研究表明,多阶段选址规划模型将选址规划问题分步骤解决,使问题简化,可以应用于不同的城市安全规划过程,为城市应急管理提供了应急决策依据,有效提高了城市应急管理能力。 This paper aims to explore the optimal model frame and the algorithm for choosing locations of emergency resource depots in Tianjin while presenting a case study analysis. As is well known, it is of crucial strategic importance to make a good job in planning the urban public safety project and emergency management with its goal for preventing the disaster incidence and mitigating its consequences. In proceeding with our research, we have here focused our attention on the discussion of the number and location of the emergency resource depots to be built in Tianjin. It is just for this need, we have divided the whole paper into two parts, i.e. the introduction of the model and the case analysis. The first part can be taken as the introduction to the multi-staged location-choosing model for optimizing the locationchoice of the emergency resource depots so as to confirm the minimum scope of emergency resource depots to meet the demands whereas the second part is on how to use the maximum covering model to find the suitable alternatives in doing such choices in accordance with the different emergency time standards. In the part of case study, the above model is adopted to locate the emergency resource depots of the city. Due to the complexity and multi-stages, a software known as WinQSB has been introduced to obtain the results of the model. And, finally, repeated calculation has enabled us to work out the reasonable number of emergency resource depots. Thus, the whole process can surely contribute to the production of the location planning project under different emergency standards, such as 30 min, 45 min and 60 min. The results of our repetitive application of the model indicate that the multi-staged location planning model helps to simplify the location choice problem, indicating its favorable nature for application. The results of the case analysis also prove hat the model is favorable for simplifying the practical problem by providing an assistant decisionmaking means for the future city development.
