Implementing Scientific Outlook on Development,Promoting S&T Resources Opening and Sharing

从全面落实科学发展观、有效应对当前国际金融危机的角度,指出科技基础条件平台建设是科技的基础设施工程,是新一轮经济发展周期的重要战略准备,总结了实施平台建设、促进科技资源整合共享所取得的成效和存在的问题,并相应地提出了若干措施和建议。

In view of overall implementing scientific outlook on development and effectively dealing with current international financial crisis, this paper points out that the S ＆T infrastructure construction is a basic project of science and technology and an important strategic preparation in a new round of economic cycle, summarizes the achieved successes and existing problem in implementing S ＆T infrastructure construction and promoting S ＆T resources integration and sharing, and correspondingly puts forward some measures and proposals.
