区域一体化趋势下的镇总体规划思考——以长乐市湖南镇总体规划为例

传统市域城镇体系规划编制偏重城市中心发展区域,对市域内其他城镇的发展布局指导有限.在区域发展一体化趋势下的各城镇总体规划中应以自身为主角审视上位规划,并认真理清政府在规划中的职责,促使区域协调发展.文章以长乐市湖南镇总体规划为实证,分析其区域背景及其在区域研究中的角色转换,提出基层政府在履行城乡规划法赋予职责的同时,既要从区域角度约束规划行为,也要从组织和参与两方面来推动公众参与规划工作。

Traditionally, the making of Urban System Planning in a city focuses on the urban central development area, rather than the development layout of other towns. In the tendency of regional integration, every town, in the making of its comprehensive planning, is supposed to inspect the Master Planning with itself as the leading role, and specify the government＇s responsibilities in the planning process seriously, so as to provide consistent development across the region. This paper analyzes the region background and the role change in the study of the comprehensive planning of Hunan Town, Changle City. Consequently, it points out that the town government should not only restrict the planning behavior in the region dimension, but also promote the public participation in the planning process considering the two aspects of organization and participation, as it is performing the responsibilities given in the Town and County Plan Act.
