关于城乡一体化规划的思考

改革开放三十年来,城市化进程的不断加快,各地的乡村经济和建设也得到了较大的发展。然而伴随而来的是乡镇建设无序、缺乏规划、环境恶化、城乡差距加大等一系列的问题,城乡矛盾日益加剧。在此现实情况下,新颁布的《城乡规划法》重视城乡一体化规划和建设,强调协调城乡空间布局,逐步改善人居环境,以促进城乡经济社会全面协调可持续发展。本文在对城乡一体化的认识基础上认为,城乡一体化应强调体现城乡特色,而不是消灭差异;应体现区域差异和地域特色;应重视生态环境规划;应先行基础设施规划和管理。

With the social-economic reformation, Urban and rural areas have been grown. But with the questions of rural disorderly construction, lack of planning, environmental degradation, urban-rural gap, the traditional planning mode faces more difficulty in dealing with urban-rural development. In this case, It begins to pay much attention to integrated urban-rural planning, emphasize urban-rural spatial coordination,and improve the living environment in new urban rural planning law. Based on the connotation of urban-rural integration, this paper dewless on the concept an theory of integrated urban-rural planning.
