文章在传统城市规划编制进行客观评价的基础上,对"实调控"规划原则和框架作出具有创新的探讨,并结合南平市实际进行关键性的区域"实体"控制规划和城镇空间拓展规划,最终构建的区域协调发展空间,更好地促进南平市城市化与自然机体健康、和谐地发展,真正体现规划编制的人文风向、公平道义和前瞻眼光。

This paper based on the objective appraisements of traditional urban planning , puts forward the principles and a framework of＂entity-control＂ planning to explore innovative development ,and takes Nanping City for an instance key to control plan regional ＂entity＂ space and expand-plan urban development , finally a coordinated development of regional space, which promotes harmonious development of human urbanization and the natural organisms of Nanping City , actually embodies humanism tideway, moral justice and long-lerm foresight.
