执政能力建设是执政党的根本建设。以科学发展观指导高校基层党组织的执政能力建设,可避免基层党组织的体制性职能交叉、参与弱化与边缘化行政,有利于基层党组织在制度保障、执政关键、主体地位等方面提升执政能力的建设。

Ruling ability construction is essential for the ruling party construction. By using scientific development concept to guide the construction of grass-roots party organization＇s ruling ability in university, it can avoid basic party organization＇s institutional function cross, weakening participation, marginalized administration, and it can benefit basic party organization improving ruling ability construction in the aspects of system guarantee, key for ruling, subject position and so on.
