西安作为西部地区的老工业基地存在着城市贫困问题。解决这一问题关键在于建设"就业+保障"型的反贫困系统,包括建立"应保应保"的最低生活保障制度和针对城市贫民的综合性社会救助服务体系,采取"就业优先"的经济发展战略等。
