西班牙 希腊两国卫生体制考察报告

Investigation Report on Health System of Spain and Greece

西班牙和希腊的卫生体制改革坚持维护公民健康权益和公共服务政府主导的理念。在具体的改革策略和政策方面,两国的共同特点是:国家卫生体系的所需费用主要由政府财政提供;在资金分配上更具有"公平性和合理性";形成了全社会的医疗保障机制;在提供公共服务方面鼓励多样性发展。希腊还推行新行医准则,规范医生行为,提高医生职业道德。笔者认为,这些做法对深化我国医药卫生体制改革有很多借鉴价值。

During the reformation of health system in Spain and Greece, the principles of maintaining the health rights of citizens and government-led public services are being sticked to all the time. There are some common features in specific health reform strategy and policy between the two countries as follows： the national health systems funded mainly by the government finances, allocation of funds more fairly and rationally ; the formation of medical security mechanism in the whole society; and encouraging the development of diversity in public service provding. While in Greece, the new practice guidelines are being implemented to regulate the acts and enhance the professional ethics of doctors All these experience has a lot of reference value on the deepening reformation of China＇s medical and health system.
