我国政府机制建设是以科学社会主义理论为指导的,政府机制的核心价值是社会主义核心价值观的具体化。经典理论家以及国内学者对我国政府机制核心价值探讨不少,我们认为三个基本理念是很明确的:为人民服务是政府机制的第一要务;秉持社会正义,公平行政;以马克思主义功利观为指引,效率行政。

This paper has discussed the core values of governmental mechanism proposed by some classic theorists abroad and some renowned ones at home, the basic conceptions of which are serving the people as the top priority, upholding social justice and fair administration, and administrating efficiently by Marxist utilitarian views.
