摘要
2008年5月以来,我国十几个地方政府先后推出了拯救楼市的方案,中央政府先是默认继而肯定,最后财政部和央行联手打出"救市""组合拳"。政府联合"救市"的背后折射出了地方政府巨大的"土地财政"利益,也暴露出地方政府倚重"土地财政"模式的危机。危机也是转机,通过调整地方经济结构,全面发展现代服务业,优化地方财权结构,构建"税收财政"模式,完善地方政府考核机制,促进地方可持续发展,可促使地方政府摆脱对"土地财政"的路径依赖,走向科学发展之路。
Since May 2008, more than a dozen of local governments have one by one promoted the real estate market rescue plans, the central government firstly gave tacit consent, subsequently affirmed, finally the Ministry of Finance and the Central Bank played a joint role to rescue the real estate market. However, the government' s combined rescue action not only reveals the great benefit of "land finance" of the local governments, but also exposes the crisis of the local governments being highly dependent on the "land finance" pattern. The crisis can also be regarded as a turning point. It is believed that the local governments may be urged to get rid of the " land finance" path and turn to the road of scientific development, through means of adjusting the local economical structure, fully developing the modem service industries, optimizing the fiscal right structure of the local governments, establishing the "tax finance" pattern, improving the assessing mechanism for the local governments, and speeding up the local sustainable development.
