摘要 1997年的《京都议定书》．建立了CDM（清洁发展机制）．创造了一个发达国家用资金和技术与发展中国家进行排放权交易的市场。 按照《京都议定书》．中国与其他发展中国家一道，承担着“共同而有区别的责任”。但在应对气候变化方面．中国已成为一个“积极努力的优等生”。 The effective implementation of CDM brings more opportunities to sustainable development in developing countries.Now it is in the global spotlight that whether Kyoto Protocol can be extended after 2012.
