摘要
进入90年代，国际资本流动规模扩大，流向发生显著变化；我国利用外资面临资金成本上升、资本流向导致的产业结构和区域结构失衡、原有吸引外资的手段失效和管理难度增大等方面的挑战；制定正确的利用外资战略，减少盲目性，而不被外资利用，是当前亟待解决的问题。
International capital flow sca1e has been enlarging and ffow directions have changed dramatically since 1990's. China made great strides forward in using foreign capital, however, we are facing with some challenges, for example, fund costs increase, inappropriate capital flow directions that lead up to irrational industry structure and regional structure, old preferential policies and measures lose effectiveness and so on. Confronted with the gfobalization trend in the economic, scientific and technological development, China should take an even more active stance in the world by improving the pattern of opening up in all dirpetions, China should use foreign capitalactively, rationally and effectively. In accordance with law, we should protect the rights and interests of foreign-funded enterprises, grtant them the same treatment as their Chinese counterparts and improve guidance to and regulation of these enterprises, and make substantial progress in optimizing the investment environment.
