总结了邢台市第三医院全面推进劳动人事制度改革的经验,论述了劳动人事制度改革的依据,人员聘任的原则,介绍了全员聘任的具体做法和取得的成效。指出,解放思想,更新观念,是促进劳动人事制度改革的前提和保障;适应环境,面向市场,是实施劳动人事制度改革的重要条件;学好政策,用足政策,是深化劳动人事制度改革的关键;增强医院活力,调动全员积极性,是深化劳动人事制度改革的目的。
Successful utilization and disposition of professional and managerial personnel attach great importance to: optimum organization of labour to give full play to every member's wisdom, strength, skills and talents; scientific exploration of achievements to summarize what occurs and why; active as well as planned popularization of advanced and useful experience; elimination of the old notions of following seniority and seeking absolute perfection in personnel's selection, training and appropriate job placement; and formation of mechanisms featuring constant development of mutual complementation, aid and cooperation.
