The contractual constitutional government is basically politics-law system in modern society, which is the basic system arrangement to limit the government＇s power, to insure democracy and to well guarantee human rights and sovereignty in people. In the great business of setting up socialism harmonious society, the constitutional government has become the total contract to establish the harmonious relations of between the citizen and the government, and which also has become the most basic contractual system guarantee of the whole social harmonious order.
