从公共政策价值分析的研究角度看,在公共政策活动中,事实判断与价值判断并不是截然分开、不可沟通的。事实判断是价值判断的基础,价值判断是事实判断的归宿。无论是事实判断还是价值判断,都可以看作是人们认识和实践公共政策的必要环节,它们贯穿于公共政策的制定、执行、监督等过程,也正是二者的统一才使人们对公共政策的认识和实践不断深化、发展。

In the area of public policy, the relationship between the value judgments and the fact judgments are not totally isolated and cannot be non-communicated. The fact judgments are the basis of the value judgments and the value judgments are the destination of the fact judgments. Both the fact judgments and the value judgments can be regarded as the necessary link for people to understand and practice the public policy. Both of them run through the process of the public policy formulation, implementation, and supervision. The integration between the fact judgments and the value judgments makes people have continuous deepening and developing understanding and practice of the public policy.
