农村剩余劳动力人力资源开发现状与对策——以陕西省为例

Actuality and Countermeasures of Human Resources Development of Rural Surplus Labor

合理开发利用农村剩余劳动力,提高农村劳动力就业率,是增加农民收入、推动农村经济可持续发展的一条新路。面对当前农村剩余劳动力开发利用与转移的诸多障碍,政府应积极发挥引导作用,整合教育培训资源,健全机制体制,以教育性开发为基础,以转移性开发为重点,以特色性开发为方向,以制度性开发为关键,以政策性开发为保证,实现农村剩余劳动力的有效开发利用与转移。

Reasonable exploitation and utilization of rural surplus labor with an increasing employment rate of rural labor force is a new way to increase the income of farmers and proroote the sustainable development of rural economy. Facing with many obstacles in the present exploitation, utilization and transfer of rural surplus labor, the government should play the guiding role, integrate the education and training resources and perfect the mechanism system, with the education development as the basis,with the transfer development as the focal point,with feature development as the direction,with the institution development as the key, with the policy development as the assurance, so as to realize the effective exploitation, utilization and transfer of rural surplus labor.
