郑汴区域协调机制建设研究

Study on the Building of Coordination Mechanism between Zhengzhou and Kaifeng

在参阅相关文献的基础上,梳理了区域协调机制的概念,归纳了区域协调机制的种类及现行各种区域协调方式的优劣。通过对国内外常见的区域协调模式进行优化和改良,结合郑汴经济整合过程中遇到的具体问题,提出了郑汴区域协调的基本模式。该模式具有如下特点:①建立了常设性机构——区域协调委员会和区域协调办公室;②注重立法;③机构间责任和职权范围明确。最后,提出了郑汴区域协调机制建设的基本对策。

On the basis of some related papers, the concept, kinds, superiority and weakness about district coordination mechanism were sum up. By optimizing and improving the common district coordination model at home and abroad, combining with the concrete problems in the economic integration process between Zhengzhou and Kaifeng, the basic model of the district coordination between Zhengzhou and Kaifeng was proposed. This coordination model has several characteristics. Firstly, the model has district coordination committee and office of district integration Milch are permanent organizations. Secondly, this model emphasizes law building. Thirdly, this model has distinct division for responsibility and authority of the organizations. At last, some basic countermeasures for the building of district coordination mechanism between Zhengzhou and Kaifeng were put forward.
