摘要
为实现3~5年全省基本消除绝对贫困现象的承诺,江苏省组织实施＂脱贫攻坚＂,提高扶贫标准,界定扶贫对象,重点帮扶,多策并举,构建＂大扶贫＂格局。在组织实施过程中,应注重贫困概念内涵的发展,改变扶贫的战略思考,准确定位扶贫参与各方,结合村情选择扶贫项目,提升贫困人口应对致贫风险的能力。
To realize the promise that Jiangsu would eradicate absolute poverty in 3 to 5 years, Poverty Alleviation Program was implemented to improve the poverty alleviation standards and define the objects;a Great Poverty Alleviation pattern was constructed as many policies being carried out at the same time with certain key points. It was indispensable to adjust our thoughts to the connotation of poverty, orient the participants, select items based on the village and develop capabilities to guard the risk of being poor.
