大学基层学术组织的学术权力结构研究

Research on the Academic Power Structure in Grass-roots Academic Units of a University

大学基层学术组织是大学纵向结构中承担教学、科研、社会服务职能的最低层次的正式组织,教师与学者聚集在基层学术组织中从事的学术性活动是大学生存和发展的基础,也是学术权力的原动力。回顾了大学基层学术组织学术权力的发展历程,从大学发展的内在逻辑、组织结构特点和教师专业性三个方面论证了大学基层学术组织学术权力存在的合理性;以基层学术组织为研究坐标原点,将横向与纵向权力结构转化为对组织外部学术权力的划分和内部学术权力的分权与制衡,一方面推动纵向结构中学术权力向基层学术组织适度集中,另一方面通过基层学术组织内部的分权实现权力制衡。

The grass-roots academic units in a university are the formal organizations at bottom level to undertake teaching, scientific research and social services, in which teachers and/or research fellows gather to do academic activities that are the foundation of a university＇s existence/development also the prime power for academic power. Reviewing historically the development of the academic power of grass-roots in academic units in universities, the rationality of the power of grass-roots academic units are discussed in view of the inherent logic of universities＇ development, their organizational features and individual professionalism of teachers/fellows. The grass-roots academic unit is taken as the origin of coordinates to transform the horizontal and vertical power structure into the division and balance of academic power of external and internal organizations. Thus, the academic power is reasonably partly shifted vertically to grass-roots academic units and, on the other hand, the division and balance of academic power is available to implement within the grass-root academic units.
