Chen Lan-pin and the Negotiations on Anti-Chinese Incident in Denver

1880年10月31日,美国科罗拉多州丹佛市发生排华暴乱。丹佛暴力排华事件发生后,中国驻美公使陈兰彬积极与美方交涉。他亲自拜会并三度照会美国国务卿,要求美方采取措施,保护华人生命财产安全,并惩办凶手,赔偿损失。在整个交涉过程中,陈兰彬尽心尽力,占据道义和法理优势。但美方却不顾条约义务和基本的道义准则,蛮横地拒绝了他提出的合理要求。交涉过程表明,决定交涉结果的因素不是谁占了理,而是谁的实力强。陈兰彬个人虽勉力以赴,也无法扭转晚清时期的中国面对美国所处的外交弱势。丹佛排华事件交涉的屈辱结果,充分证明了"弱国无外交"的道理。

After the anti-Chinese incident in Denver occurred, Chinese minister Chen Lan Pin actively started negotiations with the U. S. government. Personally meeting with Secretary of State and noting him three times, Chen demanded the United States to take measures to protect Chinese lives and property, bring the perpetrators to justice, and compensate for the loss. In the whole process of negotiations, Chen Lan Pin had done his best and occupied moral and legal advantages. However, the United States had ignored its treaty obligations and the basic moral guidelines, arbitrarily rejected the reasonable demands put forth by Chen Lan Pin. Negotiations showed that the final outcome had not been decided by rationale, but strength. Even if Chen Lan Pin did his best, he could not reverse the vulnerability of China＇s diplomacy in the late Qing Dynasty facing up the United States. The humiliation of negotiation proved that a weak nation has no diplomacy.
