从归档只归发文条件不成立、归档只归发文不能自圆其说以及结论不同的原因等方面看,《回应》一文只归档发文的构想仅仅考虑了避免馆藏档案重复的问题,而并未考虑到机关单位档案的实际利用问题。因此,其构想是不成立的。

With the questionable article by Comrade Li Xingli,this paper explored form the following areas：filing just belongs to incoming dispatches does not hold, can not be justified,as well as the reasons for different conclusions and so on, the paper thought that filing just belongs to incoming dis- patches only takes avoiding duplication of the PRO file into consideration,but not take into account the actual file departments use.So,the idea that filing just belongs to incoming dispatches does not hold water.
