On New Countryside Construction and the Bringing forth New Ideas for Rural Residential Base System

当前,我国农村宅基地利用效率低、浪费、污染严重。社会主义新农村建设要求在充分发挥宅基地经济价值的同时,张扬宅基地的生态价值。因此,必须适时引入物权生态化的理念,打破限制宅基地流转的制度约束,强化对农村宅基地的规划管理,创新农村宅基地制度。

At present, the main problems in the use and management of the rural residential base resources are as follows： on one hand, the limited resources are used inefficiently with the high rate of its vacancy rate, thus its economic value cannot be fully displayed; on the other hand, the limited resources are wasted in masses, with heavy sabotage and pollution, thus its ecological value cannot be fully displayed. The situation should be changed for good under an ecological idea of real right in order to meet the demand of building new socialist countryside.
