适应传染病的发病新形势建设传染病医院

Adapting to new situation of communicable disease incidence and constructing communicable disease hospitals

进入９０年代以来，新的传染病不断出现；一些被控制的传染病死灰复燃；传染病传播的机会增加、速度加快、范围也在不断扩大。目前，我国传染病专科医院在诊断技术、方法、临床鉴别诊断能力、治疗、科研、教学内容与新形势不相适应。今后，政府和卫生管理部门应当树立“大卫生”的观念，对传染病专科医院给予适当的政策倾斜。卫生防疫部门和基层医疗单位要加强与传染病专科医院的交流与合作。传染病专科医院应在医疗工作中提高应变能力、急救能力、诊断能力、治疗能力和综合服务能力；要有超前意识，注意扬长避短；要加强规章制度建设。

Moving into the 90s, communicable diseases have been emerging with easier transmission, quicker speed and larger scale. Some oncecontrolled diseases activated again. At present China's communicable disease hospitals have not matched with the new situation in terms of diagnostic technology, methodology, differentiating ability to diagnose, treat, research and teach. In the future, the government and health authorities should keep the concept of “macrohealth” in mind and make some special policies favourable to communicable disease hospitals. The epidemic prevention agencies and grassroot health care institutions should strengthen communication and cooperation with communicable disease hospitals which should also enhance their responsive ability, emergency capability, diagnostic skills, therapeutic competence and comprehensive service capacity. The communicable disease hospitals should also have prospective visions, best use own advantages and bypass disadvantages, and pay much attention to bylaw making and internal restructuring.
