Triple-modeled Prevention Against Jobbery Crime

职务犯罪是腐败的极端表现,预防职务犯罪应从"不想"、"不敢"、"不能"三层次展开;严格用人制度,加强廉政教育,普及刑法知识,以致"不想"犯罪;加强查处力度,严刑峻罚,以致"不敢"犯罪;完善权力运行监督机制,以致"不能"犯罪。

Jobbery crime is the extreme case of corruption. Prevention against jobbery crime starts with a triple model aiming at rendering one ＂no desire＂, ＂no dare＇ and ＂inablility＂ to try. System of personnel placement should be regulated and efforts should be made to educate individuals with honesty and clean administration as well as criminal law so that no one wants to try; investigations should be emphasized and punishment and penalty severely enforced so that no one dares to try; supervision of administration should be systematized and optimized so that no one can try.
