Reflections on Whether the Share-holding System Can be Introduced into Medical Institutions

十五大报告在经济理论方面的突破,就在于对公有制的全面理解和公有制实现形式的阐述。从理论上应大胆探索符合卫生事业自身特点的财产组合形式,引入股份制的某些机制为卫生事业所用应允许探索、试验,不应把它视为“禁区”。经过试点并经实践证明有效可行的股份合作制,在实施上,不宜一哄而上。对城市大中型医院实行的“一院两制”、“以特补基” 等需要引导、规范。

The report delivered at the 15 th National Congress of CPC has made breakthroughs in economic theories, which lies in its comprehensive understandings of public ownership and its elaboration on the forms of realization of public ownership. We should be bold in exploring theoretically the forms of property composition which is suitable for its own characteristics in the health sector, allow some mechanism of share - holding system to serve for us. Explorations and experiments in this field should be encouraged rather than prohibited. Even those experiences of share holding system, which have proved effective and feasible through experiment and practice, while in its implementation, it' s inappropriate for us to follow the same form all at the same time. We should also guide and standardize the practices of 'one hospital, two systems' , 'supplement the basic services of hospital with special services' which are adopted in large and medium urbanhospitals.
