通过对土地一级市场政府垄断的效应分析,同时结合当前土地一级市场政府垄断问题上的观点,展开对该问题的理论思考,以此进一步认识当前我国土地一级市场的改革问题,指出土地一级市场的改革方向是减少政府对土地一级市场的政府垄断,逐步开放农村集体土地市场,但改革还需要相关配套措施的完善。

This article makes an analysis of the effect of government monopoly in the primary land market and, in combination with some current viewpoints about government monopoly in the primary land market, makes theoretical consideration over the issue and gets a better comprehension of the currently discussed viewpoints about Chinese market reorganization in the primary land. It points out that the orientation of reorganization in the primary land market is the reduction of government monopoly in the primary land market and gradually opening collective-owned rural land market, and that this reorganization needs relative supporting measures.
