摘要
传统的高校管理体制始终未能解决好我国高校与政府、社会的关系,也未能处理好高校内部各方面之间的关系。从"公司治理"借鉴而来的"高校治理"是一种新的高校管理体制,协商民主是与选举民主相并列的一种民主制度。在高校管理体制创新中引进协商民主制度对于调整高校内外部之间的各种关系、构建高校治理结构具有重要的价值。
Both the external relationship with the government and the society and the internal relationship among the different departments within the school itself have not been handled successfully in the traditional management system of our institutions of higher learning. The university governance system, borrowed from the corporate governance system, is a kind of new management system. And the deliberative democracy is a kind of democracy which is paralleled with the elective democracy. Therefore, adoption of deliberative democracy in innovating the university management system is of great value to the improvement of the internal and the external relationship and the construction of the university governance structure.
