美国国会对腐败问题的治理

Role of Congress in Dealing with Corruptions in the U.S.

腐败是美国社会中的一颗毒瘤,侵蚀着美国式民主政治的肌体。国会的腐败和反腐败的斗争一直不断,直到今天还在延续。从历史上看,美国国会对腐败问题的治理经历了道德防腐、法理控腐和监管反腐三个阶段,逐步建立起了一整套健全的反腐败法律法规、伦理准则和监管体系,有效地遏止了20世纪前后一度困扰美国的腐败之风,美国政治成为当今世界比较清廉的政治。然而,由于美国国会治理腐败的举措治标不治本,迄今为止腐败仍然是美国民主政治中的顽疾,并且随着社会的发展逐渐从个体收买型腐败走向集体系统型腐败,美国资本主义社会的性质和开放的政治制度决定了今后惩治腐败的难度。

Corruption is a serious issue to be dealt with in the U.S.democratic politics.Congress has been playing an important role in addressing the issue and its efforts are on going.Historically,Congress took three steps to establish the anti-corruption framework:created moral standards,made some laws and regulations,and set up regulatory bodies.This framework served as a base for American government which is considered a comparatively clean government.Today,along with social and economic development in the U.S.,nonetheless,the anti-corruption system is facing some new challenges because of the continuously growing role of money in politics,even where the money is given according to the law.The American style politics where private money is needed for Congressmen to get elected makes it difficult for Congress to deal with the issue in the future.
