江浙粤三省疾病预防控制机构人力资源配置状况比较研究

Comparative study of human resources allocation in Jiangsu,Zhejiang and Guangdong disease prevention and control institutions

目的:比较江苏、浙江、广东三省疾病预防控制机构人力资源配置情况,以发现存在问题,为完善人力资源合理配置提供依据。方法:利用江浙粤三省卫生年鉴和疾病预防控制中心年鉴资料,对其数据进行分析比较。结果:江苏省每千人口疾控卫生人力数量较其他两省多,但江苏疾控机构职工数量的增加较其他两省少;三省疾控在岗职工年龄差别不大。江苏省、市、县三级疾控在岗人员学历构成和职称构成均高于浙粤两省;江浙粤专业构成相似,但江苏省市县级非医学类专业构成居高;江苏现有人员素质综合评分最高,三省新进人员素质综合评分比流出人员和现有人员高,但江苏引进高学历人才力度不如其他两省。结论:疾病预防控制机构应长期采取各项措施加强各级疾控机构人力资源建设,特别要形成年轻化专业队伍,保证疾病预防控制工作和公共卫生事业的持续发展。

Objective： To compare the human resources allocation in Jiangsu, Zhejiang and Guangdong disease prevention and control institutions and find problem in order to present external evidence to program rationally the hygiene human resources of diseases control and prevention institutions. Methods： The analysis was done by the data ＂Guangdong, Jiangsu and Zhejiang provinces Yearbook of Health and Disease Prevention and Control Center Yearbook＂. Results.. Among Guangdong, Jiangsu and Zhejiang provinces, the number who worked in Jiangsu disease control centers per 1000 population was higher than other provinces, but the increase in the number of workers in Jiangsu was less than the other. The average age of CDC＇ s staff among three provinces had not difference. Among Provinces, Cities or Counties, structure of education in Jiangsu was higher than those in Zhejiang and Guangdong constitutes. Three provinces had similar structure of specialty, but the people of non--medical--major in Jiangsu was more higher than other. Distribution of average quality score of staff were uneven in three provinces , and Jiangsu was the highest. The quality score of new staff was higher than the outflow staff and existing staff in three provinces, but the intensity of the introduction of highly educated people in Jiangsu Province was lower than other provinces. Conclusions： Disease prevention and control institutions should take measures to long--term strengthen human resource development, especially the formation of all--round team of young professionals, and ensure sustainable development of public health and disease prevention and control work.
