Development is the theme of today＇s world,and to improve scientific development and social harmony has become a central theme of our time. To put people first and to ensure a comprehensive and sustainable development is the most basic, the most innate and the most central requirement of the scientific outlook on development. The basic line of our Party is the political guarantee for the realization of scientific development;the fine way of our Party and government is the strong cohesive force that may improve development. The improvement of scientific development consists mainly in whether or not the mass of people have benefited and how much they are contented.
