山东省统筹城乡发展、加快城乡一体化进程是全面建设小康、落实科学发展观、构建和谐社会、经济社会发展顺利渡过关键时期的必然要求。目前山东省已具备了统筹城乡发展、加快城乡一体化的条件。要实现统筹城乡发展、加快城乡一体化进程,必须彻底打破城乡二元体制,建立城乡统一的基本制度,统筹城乡建设规划及基础设施建设,积极推进农村城镇化进程,以新农村建设为契机,加快农村经济社会发展,建立"以工促农、以城带乡"的有效机制等。

It is the requisite requirement of building an affluent society, carrying out scientific development concept, constructing a harmonious society, and going through the key period of economic and social development for Shandang Province to develop urban and rural areas as a whole and speed up the process of urban and rural integration. At present, Shandong Province has already been provided with all the necessary conditions. In order to realize urban and rural development as a whole and speed up the process of urban and rural integration, Shandong Province should break up urban and rural duality system completely, build up basic systems concerning urban and rural area inclusively, plan urban and rural construction and infrastructure as a whole, advance urbanization of rural areas actively, speed up rural economic development and create the effective system of ＂industry promotes agriculture, countryside follows cities.＂
