消除“两张皮”现象 提高体系运行质量

Eliminating the practice of "separating documentation from implementation" to improve the operation quality of the Safety Management System

按照ISM/NSM规则建立安全管理体系,是航运界的普遍做法。在实行体系化管理的过程中,体系运行"两张皮"的现象一直困扰着广大安全管理者。文中从分析"两张皮"的现象入手,研究形成"两张皮"现象的根源,探索消除体系"两张皮"现象的方法。

It has been a general practice in the shipping industry that the Safety Management System （SMS）is established under the ISM/NSM code. However, in the actual operation, many safety managers are troubled by the phenomenon of ＂separation between documentation and implementation＂. This paper includes the analysis of such phenomenon, discusses how such phenomenon took place, and puts forward its suggestions on measures to be taken to eliminate the practice of ＂separating documentation from implementation＂.
