水工工程通航安全评估介入时机影响通航安全评估工作的有效性。文中通过研究我国相关法规,分析了通航安全评估介入时机现状,依据相关法律、法规规定,结合通航安全评估实践和项目管理相关理论,对通航安全评估不同介入时机进行分析,提出分阶段实施通航安全评估的观点。

The timing waterborne engineering of navigation safety evaluation of contributes to the validity of the evaluation work. This paper, based on the study of laws and provisions concerning navigation safety management in China, provides the analysis on the present timing decision-making situation. It also describes the procedure for navigation safety evaluation and the relevant regulations it relies on, and puts forward the authors views on the correct timing for the navigation safety evaluation to be conducted and how a phased evaluation to be carried out.
