This paper expounds the substance and connotation of 〈Library Service Manifesto〉, and points out that the library should develop the diversified service from aspects of setting up the new service concept, establishing the people-based core value, improving the service equality, and promoting the resources sharing and nationwide reading, etc., and meet the needs of the society and readers to the utmost extent.
