市域空间开发适宜性分区与布局引导研究--以宁波市为例

Regionalization of Spatial Potential Development and Distribution Guidance:A Case Study of Ningbo City

根据区域的自然、经济、社会特征,运用相关分区方法,划分各地开发与保护的适宜性空间,合理配置建设和保护空间,获取较高的空间资源配置效率,成为地理学研究关注的热点。大部分学者从经济和生态两个方面要素构建指标体系,并对分区方法进行了有益的探索和尝试,但是由于各个地方的情况有较大差异,在经济和生态两方面的指标选择上还存在因地制宜的问题。论文以宁波为例,讨论平原与丘陵交错的沿海港口城市的区划指标体系选择和方法应用的问题。在借鉴已有区划方法的基础上,重点讨论了评价单元划分、评价指标选择与处理等技术方法,通过自然生态约束和经济开发需求的矩阵分类分析,将宁波市划分为优先开发、适度开发、控制开发、适度保护、优先保护以及禁止开发等6类适宜性区域,并结合宁波市空间开发现状,提出了不同类型区空间布局调整引导方向和管治要求。

According to natural economic and social characteristics and making use of relevant regionalization methods, nowadays, a reasonable development-conservation space and a relatively higher allocative efficiency that can be finally obtained through dividing exploitation and protection suitability space have became a hot spot in geographic research field. Many scholars have designed the index system in light of economic indicators and ecological indicators, explored and attempted some helpful methods, which would give many illuminations to the authors. But there are many differences among the concerned cities in both natural conditions and regional development, so the indicators of regionalization must be adjusted to local conditions. The paper takes Ningbo city as a case, discusses how to design the index system and apply the methods to the seaport at interlace of plain and hills. On the basis of traditional regionalization, the paper proposes the techniques for the assessed units division, the assessed elements management and processing, and then in light of the classification matrix analysis for integrating the natural ecological restriction and economic development demand, the Ningbo city is divided into six types, i. e. , preferential development area, feasible development area, controlled development area, moderate conservation area, preferential conservation area and prohibited exploiting area. Finally, the paper advances the advices for guiding spatial distribution adjustment and the policy guarantee of management in different areas.
